Functions and Responsibilities of the HBA Association
Speaking of the business sector, our ancestors have long said, "In business, you need partners; in trade, you need a community," reminding those in this field that to succeed, they need an organization, close cooperation, and unified regulations and rules. Stemming from this, the Ho Chi Minh City Industrial Park Business Association (HBA) was established as a necessary need for businesses in the city's export processing zones and industrial parks, especially during this period of integration and development.
Established by Decision No. 2061/QD-UB dated June 2, 2003, of the Ho Chi Minh City People's Committee, the Ho Chi Minh City Industrial Park Enterprises Association (also known as Hepza Businesses Association, abbreviated as HBA) is a voluntary social organization of enterprises, economic sectors, economic managers, and technical specialists in the Ho Chi Minh City Export Processing Zones and Industrial Parks. Its purpose is to unite and coordinate actions, develop together in accordance with the policies of the Party and State, and contribute to the industrialization and modernization of the country. To date, after more than 11 years of formation and development, HBA is not only a reliable organization for enterprises and economic managers, but also a close companion and partner for workers in the Export Processing Zones and Industrial Parks of Ho Chi Minh City.
The purpose of establishing the Ho Chi Minh City Industrial Park Enterprises Association is to unite and connect businesses to protect the common and legitimate interests of enterprises and the interests of organizations and individuals regarding transactions related to activities in the Ho Chi Minh City Export Processing Zones and Industrial Parks; to support member enterprises of the Association in terms of market forecasting, experience in management, exploitation, business, technology transfer, legal basis and other fields, contributing to promoting the sustainable, efficient and stable development of industrial parks and export processing zones.
Throughout its formation and development, the Ho Chi Minh City Industrial Zone Business Association has increasingly demonstrated its role as a partner to businesses and a friend to workers. In the current era of economic integration, the existence and development of the Association is especially important and indispensable.
Over the years, HBA has provided support to member businesses in administrative procedures, consulting, investment promotion, and protecting their rights, while also caring for the cultural and spiritual well-being of their workers. Simultaneously, it has continuously encouraged businesses operating in the city's export processing zones and industrial parks to register as members.
From a global economic perspective, since Vietnam officially joined the World Trade Organization (WTO), businesses need strong linkages and a competitive edge to operate effectively compared to businesses worldwide. Therefore, becoming a member of the HBA is a necessary initial step for businesses. Furthermore, in the current period, when numerous Vietnamese businesses are implementing the Party and State's policy of shifting the economic structure towards industrialization and modernization, the support of the HBA for these businesses is extremely important.
The association has played a crucial role in guiding and persuading investors to see both the immediate and long-term benefits of restructuring production, as well as providing practical support measures. Essential factors for a business are human resources, capital, technology, and product outlets. Successfully meeting these factors is no simple matter for businesses, especially in sectors facing labor shortages, rising bank interest rates, constantly evolving technology with high production costs, and fierce competition for products as most businesses seek to lower prices to attract customers.
Therefore, the efforts of HBA in connecting businesses, attracting investment capital, gathering and attracting high-quality human resources, and cooperating to adopt new, low-cost technologies are lifelines for businesses to escape difficult situations and crises.
Throughout its operations, HBA's primary goal has always been to protect the interests of businesses in general and the interests of their employees in particular. The Association's Executive Board consistently outlines key annual and quarterly programs focusing on providing special care for these groups.
It is precisely because of this practical significance that joining the Association is an extremely necessary step that businesses should take soon in order to have a safe and efficient business environment.
