The conference was attended by leaders of the Management Boards of Industrial Parks in Binh Duong and Ba Ria-Vung Tau provinces, along with numerous businesses, industrial park infrastructure development companies, and potential investors.
According to Mr. Pham Thanh Truc, Deputy Head of the Management Board, the industrial park planning is being implemented across the entire area of Ho Chi Minh City, including Thu Duc City and 21 districts, with a total area of 2,095 square kilometers.2, along with the marine area under the jurisdiction of the City as stipulated by law.
In this new phase of development, for existing industrial zones, the city aims to retain all industrial land while simultaneously transforming them in depth, improving the quality and efficiency of operations, and restructuring industries towards high-tech, innovative, digital, green, and circular economies.
At the same time, there should be a rapid shift from resource-intensive, low-value-added industrial and manufacturing sectors to those using high technology and being environmentally friendly.
The Management Board also committed to creating the best possible conditions for investors participating in newly established export processing zones, including ensuring streamlined administrative procedures and digital transformation, implementing preferential policies and investment support, and strengthening investment promotion and marketing…
The Ho Chi Minh City Export Processing Zones and Industrial Parks Management Board has provided information on the progress of the implementation of 14 new industrial parks, divided into three phases as follows:
Phase 2025-2027: Pham Van Hai Industrial Park I (379ha), Pham Van Hai Industrial Park II (289ha), Vinh Loc 3 Industrial Park (200ha) and Nhi Xuan Industrial Park (199ha).
Phase 2027-2030: An Phu Industrial Park (328ha), Trung An Industrial Park (300ha), Le Minh Xuan 4 Industrial Park (200ha), Pham Van Hai III Industrial Park (238ha) and Hiep Phuoc 3 Industrial Park (500ha).
Phase 2030-2033: Tan Phu Trung 2 Industrial Park, Tan Phu Trung 3 Industrial Park, Tan Phu Trung 4 Industrial Park with a total area of 600ha, Binh Khanh 1 Industrial Park (300ha) and Binh Khanh 2 Industrial Park (300ha).
According to the Management Board, it has coordinated with export processing zone and industrial park infrastructure development companies to research and develop a pilot transformation plan at 5 existing export processing zones and industrial parks (Tan Thuan Export Processing Zone, Hiep Phuoc Industrial Park, Tan Binh Industrial Park, Cat Lai Industrial Park, Binh Chieu Industrial Park) with the orientation of transforming them into high-tech industrial parks; ecological industrial parks; industrial-urban-service parks; and logistics centers.
Speaking at the conference, Mr. Nguyen Tan Phong, Deputy General Director of Tan Thuan Export Processing Zone (District 7), said that Tan Thuan Export Processing Zone is one of five export processing zones in Ho Chi Minh City that are transitioning to a new model with high added value. The future orientation of the Export Processing Zone is to organize high-quality human resource training services combined with attracting industries that do not pollute the environment and have high added value.
Mr. Phong also pointed out that a major limitation of the city currently is the lack of synchronized transportation infrastructure, affecting goods transportation and logistics. Therefore, this obstacle needs to be prioritized and addressed by the city when attracting investment for industrial park development.
Mr. Vo Thanh Phong, Head of the Management Board of Industrial Parks in Ba Ria-Vung Tau province, shared: "The transformation of industrial parks in Ho Chi Minh City is a major policy. The city has limited land, therefore focusing on investing in high-tech, high-value-added models is very suitable.".
The challenge lies in how to effectively manage industrial zones after transformation, adapting them to the specific geographical characteristics of each locality, given that Ho Chi Minh City and Ba Ria-Vung Tau have different features.
Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan requested that the Management Board of Ho Chi Minh City Export Processing Zones and Industrial Parks develop a detailed and specific plan to implement the planning and attract investment to industrial parks. In addition, the 17 existing export processing zones and industrial parks must proactively develop technology transformation projects, encouraging businesses operating within these zones to gradually transition to clean, green, and environmentally friendly technologies.
“The industrial development of Ho Chi Minh City will create momentum and a ripple effect for the Southeast region. Development should be based on the spirit of sharing, cooperation, and dissemination among localities. The city's industrial development must aim towards green technology, digital technology, and eco-industry,” Mr. Hoan emphasized.
