Press release from the Conference announcing the planning of industrial zones in Ho Chi Minh City for the period 2021-2030, with a vision to 2050, and solutions for attracting investment in 2025.

On December 31, 2024, the Prime Minister issued Decision No. 1711/QD-TTg approving the Ho Chi Minh City Planning for the period 2021–2030, with a vision to 2050. A portion of Decision No. 1711/QD-TTg relates to the industrial sector and the development of export processing zones and industrial parks in the city, bringing the total number of planned export processing zones and industrial parks to 36, covering a total area of 8,369 hectares.

On May 9, 2025, the Management Board of Export Processing Zones and Industrial Parks of Ho Chi Minh City (the Management Board), in coordination with the People's Committee of Binh Chanh District, organized a conference to announce the planning of industrial parks in Ho Chi Minh City for the period 2021-2030, with a vision to 2050, and solutions for attracting investment in 2025. The conference was attended by Mr. Vo Van Hoan – Member of the City Party Committee, Vice Chairman of the People's Committee of Ho Chi Minh City, along with leaders from various city departments and agencies; leaders from the Management Boards of Industrial Parks of Binh Duong and Ba Ria-Vung Tau provinces; leaders from the People's Committees of Thu Duc City and districts/counties where export processing zones and industrial parks are located; leaders from business associations, entrepreneurs, industrial park infrastructure development companies, and potential and exemplary investors.

In the new development phase, for existing industrial parks, the city aims to retain all industrial land while simultaneously transforming them in depth, improving the quality and efficiency of operations, and restructuring industries towards high-tech, innovative, digital, green, and circular economies. This includes rapidly shifting resource-intensive, low-value-added industrial and manufacturing sectors to high-tech, environmentally friendly practices. Currently, the Management Board, in coordination with industrial park infrastructure development companies, is researching and developing pilot transformation projects in five existing industrial parks (Tan Thuan Export Processing Zone, Hiep Phuoc Industrial Park, Tan Binh Industrial Park, Cat Lai Industrial Park, and Binh Chieu Industrial Park) with the aim of transforming them into high-tech industrial parks; ecological industrial parks; industrial-urban-service parks; and logistics centers.

For new industrial zones, the city aims to build and develop smart, modern industrial parks with specialized industrial sub-zones aligned with the city's development direction. The goal is to form industry clusters within the industrial parks and between neighboring industrial parks, thereby effectively attracting investors and contributing positively to the socio-economic development of Ho Chi Minh City.

Specifically, the 14 new industrial parks with a total area of 3,833 hectares, including Hiep Phuoc Industrial Park Phase 3 (500 ha), Vinh Loc 3 Industrial Park (200 ha), Pham Van Hai I Industrial Park (379 ha), Pham Van Hai II Industrial Park (289 ha), An Phu Industrial Park (328 ha), Nhi Xuan Industrial Park (199 ha), Pham Van Hai III Industrial Park (238 ha), Le Minh Xuan 4 Industrial Park (200 ha), Trung An Industrial Park (300 ha), Tan Phu Trung 2 Industrial Park, Tan Phu Trung 3 and Tan Phu Trung 4 Industrial Parks (these three industrial parks have a total area of 600 ha), Binh Khanh 1 Industrial Park (300 ha) and Binh Khanh 2 Industrial Park (300 ha), present an opportunity for the city's export processing zones and industrial parks to develop strongly, affirming its position as one of the country's major industrial centers.

The conference announcing the industrial park planning in Ho Chi Minh City also served as an opportunity to exchange and discuss solutions for attracting investment in 2025 with investors interested in participating in the construction and operation of industrial park infrastructure, as well as secondary investors seeking new investments or expansion – especially in key industries and potential industries in the high-tech, clean, labor-intensive, and environmentally friendly sectors. This contributed to jointly implementing planning and investment in line with the city's sustainable development orientation and goals.

In the new industrial development phase, the Management Board clearly defines its role as the leading state management agency in organizing and implementing the planning of industrial parks and as the coordinating body between departments, sectors, and local governments where industrial parks are located, ensuring that the planning is implemented effectively, synchronously, and smoothly. To achieve the set objectives, the Management Board plans to implement the 14 new industrial parks in three phases as follows:

– Phase 2025 – 2027: Pham Van Hai Industrial Park I, Pham Van Hai Industrial Park II, Vinh Loc 3 Industrial Park and Nhi Xuan Industrial Park.

– Phase 2027 – 2030: An Phu Industrial Park, Trung An Industrial Park, Le Minh Xuan 4 Industrial Park, Pham Van Hai III Industrial Park and Hiep Phuoc 3 Industrial Park.

– Phase 2030 – 2033: Tan Phu Trung 2 Industrial Park, Tan Phu Trung 3 Industrial Park, Tan Phu Trung 4 Industrial Park, Binh Khanh 1 and Binh Khanh 2 Industrial Parks.

The Management Board will develop a detailed plan and implementation strategy, taking into account the expanded industrial development space through regional connectivity and mutual impact following the merger of industrial zones in Binh Duong and Ba Ria - Vung Tau provinces into Ho Chi Minh City. This aims to strengthen linkages and cooperative development, leveraging the strengths of each locality. The plan's implementation progress will be regularly reviewed and flexibly adjusted according to the actual needs of investors, infrastructure preparation progress, and priority industry attraction strategies, ensuring feasibility and investment efficiency in each period. This will contribute to the development of Ho Chi Minh City and the Southeast region in the new era, the era of national progress.
