On June 22, 2025, the 5th Congress of the Party Committee of the Ho Chi Minh City Export Processing Zones and Industrial Parks Management Board, with the participation of 149 delegates representing 2198 Party members throughout the Party Committee, was successfully held.
Attending the Congress were Comrade Tran Van Nam, City Party Committee member, Deputy Secretary of the Party Committee of the People's Committee of the City, and other comrades in the Working Group directing the Congress.
With the theme: “Unity – Democracy – Discipline – Innovation – Development”, the Congress focused on comprehensively evaluating the results of implementing the Resolution of the 4th Party Congress, term 2020 – 2025, receiving guidance from higher-level leaders to unanimously set forth the goals, directions, and key tasks of the Party Committee and electing the 5th Party Committee Executive Board, term 2025 – 2030.
Reporting at the Congress, Comrade Le Van Thinh, Secretary of the Party Committee and Head of the Management Board of Export Processing Zones and Industrial Parks of Ho Chi Minh City, affirmed: Over the past five years, the activities of the Party Committee of the Management Board have taken place amidst the influence of the global and regional situation. Globalization and integration remain an irreversible trend, but face many challenges; the war between Russia and Ukraine, climate change, and especially the Covid-19 pandemic (in 2020 and 2021) that broke out worldwide, and the retaliatory tax policy of the United States have affected the world economy, slowing down the growth rate of various industries, and increasing unemployment and underemployment rates.
In this context, closely following the leadership and guidance of the Central Committee and the Ho Chi Minh City Party Committee, the Party Committee of the Management Board has upheld a high sense of responsibility and promoted the role of key Party members at the grassroots level in carrying out political tasks. They have promptly and comprehensively implemented the Directives and Resolutions of the Party and State in various fields into the unit's practical operations, contributing to maintaining economic and political stability; building trust among businesses, cadres, Party members, civil servants, and workers throughout the Party Committee; and contributing to the successful implementation of the Resolution of the 4th Party Congress, term 2020-2025.
Based on a review of activities, an assessment of the strengths and weaknesses of the 2020-2025 term; and in accordance with the orientations of the City Party Committee and the People's Committee of Ho Chi Minh City in leading the implementation of political tasks and Party building work for the 2025-2030 term; the Party Committee of the Management Board has set the following overall goals: To strengthen the Party's leadership, promote the tradition of unity and solidarity, continue to practice democracy and innovation; focus on administrative reform, digital transformation, streamlining the organizational structure for effective and efficient operation; support and assist businesses in investing and developing in a modern and sustainable manner; improve the material and spiritual lives of workers, contributing to the construction, development, and maintenance of Ho Chi Minh City's role as the economic locomotive. The goal is to achieve 23 economic development and Party building targets for the 2025-2030 term.
Delivering a guiding speech at the Congress, Comrade Tran Van Nam, City Party Committee member and Deputy Secretary of the Party Committee of the People's Committee of Ho Chi Minh City, acknowledged and highly appreciated the achievements of the Party Committee of the Management Board and the collective of cadres, Party members, union members, and association members of the Party Committee of the Management Board during the 2020-2025 term. He emphasized several key issues and tasks: focusing on building a truly clean and strong Party Committee; continuing to improve the quality of Party branch activities, innovating forms, and promptly grasping and resolving pressing issues of Party members and workers; each Party member must regularly engage in self-criticism and criticism, proactively preventing manifestations of ideological, political, moral, and lifestyle degradation; improving the quality of political and ideological work; and continuing to effectively implement Resolution No. 4 of the 12th Central Committee in conjunction with studying and following the thoughts, ethics, and style of Ho Chi Minh. It is necessary to promote the exemplary role of cadres and Party members, especially those in leadership positions, while always remaining vigilant and combating the distorted and subversive rhetoric of hostile forces and manifestations of "self-evolution" and "self-transformation".
Continue to improve the quality of state management. This includes focusing on proactively restructuring the three Industrial Park Management Boards of Ba Ria-Vung Tau Province, Binh Duong Province, and Ho Chi Minh City, ensuring that the process of handling matters related to businesses and workers is carried out smoothly, continuously, and with continuity; and improving the quality of inspection and supervision. Inspections need to be strengthened to detect and prevent violations, especially by leading officials and Party members. Furthermore, it is crucial to prioritize and maintain unity and cohesion within the entire Party Committee, considering this a decisive factor for success; and to maintain political stability and social order. The Party Committee needs to lead and coordinate closely with local authorities and mass organizations to understand public opinion among workers, preventing them from being misled or incited by malicious forces. It is necessary to strengthen dialogue with workers, improve the effectiveness of core political organizations to promptly address emerging issues, avoiding passivity and surprises; focus intellectual resources and promote democracy to elect a new Executive Committee for the next term, comprising comrades with sufficient political qualities and leadership capacity, creating a solid foundation for the successful implementation of the Resolution of this Congress.
With a spirit of responsibility, democracy, and objectivity, the 5th Party Congress of the Ho Chi Minh City Export Processing Zones and Industrial Parks Management Board elected a 15-member Executive Committee. At its first meeting, the 5th Executive Committee elected a Standing Committee of 5 members, with Comrade Le Van Thinh re-elected as Secretary of the Party Committee; and Comrade Pham Thanh Truc, Deputy Head of the Management Board, elected as Deputy Secretary of the Party Committee. The meeting also elected a Party Committee Inspection Committee of 5 members, with Comrade Pham Thanh Truc, Deputy Secretary of the Party Committee, serving as Chairman of the Inspection Committee.
