Associate Professor Chau Dinh Thanh – Vice Rector of Ho Chi Minh City University of Technology and Education – affirmed: “The ‘Three-Party’ model – the State, the University, and the Enterprise – is becoming a key driving force for sustainable development.”.
On the afternoon of November 7, 2025, the Conference and Exhibition "Promoting Tripartite Cooperation in the Industrial Sector" took place at Ho Chi Minh City University of Technology and Education (HCMUTE), bringing together over 300 delegates from management agencies, businesses, associations, international organizations, and a large number of students.
The event, co-organized by HCMUTE, the Vietnam Industrial Park Information Portal (VIZ), the Ho Chi Minh City Industrial Park Business Association (HBA), and the Ho Chi Minh City Supporting Industries Association (HASI), aims to concretize the spirit of Resolutions 57-NQ/TW and 71-NQ/TW, moving towards a strategic cooperation model between the State, universities, and businesses, promoting the development of Vietnam's industrial sector in an innovative, sustainable, and self-reliant manner.
The key driver of sustainable development

In his opening remarks at the conference, Associate Professor Chau Dinh Thanh – Vice Rector of HCMUTE – affirmed: “The ‘Three-Party’ model – the State, the University, and the Enterprise – is becoming a key driving force for sustainable development. This linkage not only helps improve the quality of human resources and innovate higher education, but also creates momentum for the national innovation ecosystem, in line with the spirit of Resolution 71-NQ/TW on breakthroughs in education development linked to socio-economic development needs.”.
Mr. Thanh stated that this conference is not only a space for connecting managers, universities, and businesses, but also a place to create substantive cooperation mechanisms, strategic vision, and concrete actions, aiming towards the common goal of innovation, sustainable development, and elevating the nation's standing.
Associate Professor Chau Dinh emphasized: "Developing industrial human resources is not only an investment in people, but also a strategic leverage to enhance production capacity, promote green growth, and affirm Vietnam's position.".
Representatives from HCMUTE also argued that universities should not only focus on training human resources but also become centers of innovation, connecting research, production, and the market. Granting universities this central role will ensure that applied research primarily stems from the real needs of businesses, opening up opportunities for educational institutions to participate more deeply in the production value chain and contributing to the formation of Vietnam's knowledge-based industry.
Breakthrough legal framework and policy mechanisms

At the conference, Dr. Tran Nam Tu, Deputy Director of the Department of Science, Technology and Information, Ministry of Education and Training, presented a detailed overview of the legal orientation. Dr. Tu stated that the science, technology, and innovation policy under the new law demonstrates a strong shift from input control to managing results and output efficiency, while also accepting risks in research. The core objective is to place businesses at the center of the innovation system.
The legal framework for the cooperation model is concretized through Decree 180 (on PPP), which allows state agencies, universities, research institutes, and businesses to jointly invest in, manage, and operate projects under the public-private partnership (PPP) mechanism.
According to Decree 180: Public schools/institutes are allowed to use public assets or intellectual property rights to contribute capital to businesses; Parties participating in PPP projects enjoy investment incentives, tax exemptions and reductions, and are entitled to own, exploit, and commercialize research results;
Each party's responsibilities: The State creates policies, invests in infrastructure, and commissions projects; Universities focus on research and technology transfer; Businesses are responsible for investment, application, and commercialization…
We need an ecosystem that acts according to real-world needs.
Speaking at the conference, Mr. Vo Van Than – Chairman of the Ho Chi Minh City Industrial Park Business Association (HBA) – stated: “Industrial parks are the core space for production transformation. The ‘Three-Party’ cooperation model is key to effectively connecting the flow of policy, technology, and human resources.”.
In order to effectively implement the Three-Party Model, Mr. Vo Van Than proposed three key solutions:
- The "Ordering" mechanism from businesses: Businesses present real-world problems – Schools research and propose solutions – HBA acts as a bridge to implement pilot projects.
- Developing "Business Labs" at Universities: Building practical training areas that simulate modern production lines, serving both students and businesses for technology testing.
- Specific incentive policies: We propose that the Government issue preferential policies on taxes, land rent, and loans for businesses investing in R&D, green transformation, or collaborating with universities in training.

Meanwhile, Mr. Vo Son Dien – Chairman of the Ho Chi Minh City Association of Supporting Industries (HASI) affirmed: “Supporting industries are the lifeblood of the industrial production system. For this flow to be strong, we need an ecosystem that acts according to actual needs, supportive policies, and businesses ready to innovate technologically. AMTC is a necessary model to connect and support businesses in introducing and applying the most intuitive solutions to the market.”.

The conference also witnessed the signing of cooperation agreements on high-skilled human resource training, R&D, and technology transfer. In particular, UNIDO and ILO affirmed their commitment to working alongside Vietnam to build an effective "Three-Party" model and enhance national productivity.

The focus of the conference was to promote the initiative to establish the Advanced Manufacturing Transformation Center (AMTC) – a collaboration between VIZ and HCMUTE. The center is envisioned as a platform for substantive connection between the three stakeholders, focusing on research, testing, and implementation of manufacturing transformation solutions tailored to Vietnamese businesses.
Ms. Nguyen Thi Kim Khanh – General Director of the Vietnam Industrial Park Information Portal (VIZ) said: “AMTC will be an open space where businesses can experience, experiment, and collaborate with schools in technological innovation and human resource training.”.
In the context of Ho Chi Minh City promoting the transformation of industrial zones towards green and smart directions, AMTC is expected to become a "practical industrial supermarket" and a strategic partner in realizing the goal of sustainable industrial development.
